Special issue on Discounting the Long-Run Future and Sustainable Development Editor’s Introduction

چکیده
The major aim of this special issue is to demonstrate that in the eighteen years since that comment in The Economist, the nature of the problem with long-run discounting and its compatibility with the concept of ‘sustainable develeopment’, as used by the Brundtland Commission, has become clearer. The practice of discounting the future has long been controversial both within the economics profession, and in the philosophical critiques of welfare economics and its counterpart, cost-benefit analysis.3 Discounting involves lowering the weight given to a unit of cost or benefit in the future compared with the present. The further into the future the costs and benefits occur, the lower the weight tends to be. The higher the discount rate, and hence the lower the weight, the less likely it is that investments or policies that incur short-run costs and long-run benefits will be sanctioned by costbenefit analysis. Conversely, projects with short-run benefits and long-run costs are more likely to be sanctioned by cost-benefit analysis. The resulting ‘tyranny of the

Avoiding Extinction: Equal Treatment of the Present and the Future
Equal treatment for the present and the future was required in two axioms introduced in the articles by Chichilnisky of the years 1996 and 1997. These articles provide a characterization of the decision criterion that satisfies the axioms and shows that the two axioms are equivalent to physical limits in the long-run future. The author proves that maximizing discounted utility with a long-run s...
متن کاملOn the Relation between Discounting of Climate Change and Edgeworth-Pareto Substitutability
To justify substantial carbon emission reductions, recent literature on cost-benefit analysis of climate change suggests discounting environmental quality at a lower discount rate than the standard consumption discount rate. Recent literature also shows that a theoretical foundation for such a lower environmental discount rate requires rising willingness-to-pay for environmental quality (WTP). ...
متن کاملOn the Relation between Dual-Rate Discounting and Substitutability
To justify substantial emission reductions, recent literature on cost-benefit analysis of climate change suggests discounting environment consumption with an environmental discount rate instead of a consumption discount rate that is usually used in cost-benefit analysis. The present study clarifies that whether or not this dual-rate discounting approach succeeds in justifying substantial emissi...
متن کاملSiblings, not triplets: social preferences for risk, inequality and time in discounting climate change
Arguments about the appropriate discount rate often start by assuming a Utilitarian social welfare function with isoelastic utility, in which the consumption discount rate is a function of the (constant) elasticity of marginal utility along with the (much discussed) utility discount rate. In this model, the elasticity of marginal utility simultaneously reflects preferences for intertemporal sub...
متن کاملShould we Discount the Far-Distant Future at ist Lowest Possible Rate?
In this paper, we elaborate on an idea initially developed by Weitzman (1998) that justifies taking the lowest possible discount rate for far-distant future cash flows. His argument relies on the arbitrary assumption that when the future rate of return of capital (RRC) is uncertain, one should invest in any project with a positive expected net present value. We examine an economy with a risk-av...
